It is believed that West Ham value the 29-year-old at £50million but are not willing to sell the Austrian international.
Arnautovic only joined West Ham from Stoke City last summer for a club-record fee of £24million.
Arnautovic, who scored 11 goals and racked up six assists in his debut season with West Ham, still has four years left on his contract with the London club.
United boss Jose Mourinho is keen to bring another centre-forward to the club this summer with Anthony Martial looking increasingly likely to depart.
Mourinho and Arnautovic previously worked together at Inter Milan in 2009, however Arnautovic failed to impress and made just three appearances for the Serie A side whilst on loan from FC Twente.
