Manchester United-linked Rafael Leao is set to receive an official proposal from Fenerbahce.
Fabrizio Romano reports that the Turkish club will meet AC Milan and the winger’s representatives as they attempt to negotiate a permanent transfer.
Fenerbahce intend to buy Leao rather than request a loan. Milan owner Gerry Cardinale is reportedly unwilling to consider another temporary departure for the Portugal international.
The decision will therefore rest with Milan and Leao once Fenerbahce present their financial package.
The Peoples Person reports that Manchester United and Tottenham Hotspur have also been linked with the 27-year-old. Aston Villa are another reported suitor.

United have previously explored Leao’s availability as they assess potential additions on the left wing.
The forward made 29 Serie A appearances last season, recording nine goals and three assists. He remains one of Milan’s most dangerous attackers when carrying the ball into space.
However, United have not submitted an official offer. Fenerbahce are now attempting to move ahead of the Premier League clubs by presenting a permanent proposal.
Michael Carrick’s need for another winger may depend on Marcus Rashford’s future. ReadManUtd reported that Andy Mitten now believes Rashford has an 80% chance of playing for United again.
Keeping Rashford would reduce the urgency surrounding another left-sided forward. A departure would leave United requiring more pace and direct running in that area.
Leao would provide both qualities, but Fenerbahce have made the clearest move so far. Their willingness to pursue a permanent agreement may appeal to Milan, who have ruled out a loan.
The Rafael Leao Man Utd transfer remains possible only if United decide to formalise their interest. Fenerbahce’s upcoming meeting increases the pressure on the Old Trafford hierarchy to make that decision quickly.
